They protect the connector and the vulnerable part of the cable from damage. The problem is that boots take up valuable space, and they add to the cost of the cable. So a lot of users will want to use cables without boots for ease of use, to save space on the back of their patch panels, and to reduce overall costs related to upkeep of their systems. Non-booted cables are the least expensive, and simplest way to go. If you're going to be using a large number of cables, and running them through a cable management system this is your most cost efficient and easiest to set up solution.
